Senior Director of Programs

Pathways to Housing DC is excited to announce a new role in our growing organization. Reporting directly to the Chief Operating Officer and serving on the Executive Leadership Team, the Senior Director of Programs will be instrumental in helping maintain fidelity to evidence based service delivery, identifying service gaps, and innovating/implementing new programs to help end chronic homelessness in Washington, DC using the Pathways Housing First model. The ideal candidate will be someone with 10+ years of program experience in the social sector with strong leadership and management skills who is accustomed to using data to make decisions and to linking program operations to improved outcomes. S/he must have specific experience with supporting/serving programs using a Housing First program philosophy, (deep knowledge of harm reduction & motivational interviewing) and an interest in building future leaders.

The Senior Director of Programs oversees all behavioral health and case management programs, informs and implements the strategic vision of service delivery at Pathways to Housing DC, and evaluates the effectiveness of our programs to improve the lives of persons experiencing and recovering from homelessness.


The Senior Director of Programs provides clinical leadership and oversight to multiple departments providing mental health, substance use, and case management services.  S/he provides direction and guidance to managers and supervisors responsible for the delivery of services in our Housing First programs, including, but not limited to, Assertive Community Treatment (ACT), Permanent Supportive Housing, Supported Employment, Veterans’ Housing First, and SAMHSA Pathways Home project.  


The Senior Director of Programs will be responsible for ensuring that all services provided at Pathways to Housing DC are consistent with our mission, are informed by data and best practices, designed by/with the people we serve, are trauma informed, and culturally sensitive. program development and/or enhancements and evaluate service delivery and quality assurance. S/he ensures compliance with all contracting requirements from various government agencies.


The Senior Director of Programs works collaboratively with other senior managers and leaders, ensuring seamless integration of behavioral health services across programs, while monitoring quality of services and outcomes.


S/he may represent Pathways to Housing DC in meetings with government officials, donors, business partners, community leaders and other individuals.


Supervises departments and managers providing related work.


Responsibilities:


  • Fully embrace and embody Pathways to Housing DC’s recovery-oriented, Housing First culture and carry that to others with high energy, positivity, and intentionality.

  • Help to align future growth, evolution, and replication of evidence-based programming towards an integrated vision.

  • Provide leadership and guidance in the integration of behavioral health services across programs.

  • Cultivate, retain and develop program staff who bring high levels of knowledge, skill, and passion to advancing Pathways to Housing DC’s mission.

  • Foster a collaborative, supportive, accountable, and transparent work environment that enables all program staff to continue to contribute at the highest levels to the organization's mission

  • Oversee overall delivery of behavioral health and case management services.  May serve as lead clinician on duty as required.  

  • Work in collaboration with Chief Operating Officer to respond to grant applications and RFPs to renew and expand our services.

  • Uphold fiscal integrity of programs, effectively managing budget while finding strategic, creative, and compliant ways to meet emerging programmatic needs.

  • Review and monitor contracts to ensure programs are in compliance with government/agency  regulations and policies and are providing the highest quality services.

  • Ensure that behavioral health staff are meeting all Medicaid billing expectations. Work with Clinical Director, QI Director, and COO to ensure staff have the tools, training, and support to meet these objectives.

  • In collaboration with Medical Director, oversee the operation of the Unity Health Care Clinic.

  • Provide and facilitate ongoing coaching, mentoring, supervision, and professional development to program managers and staff.

  • Guide program managers in effectively using data and evaluation to continuously improve programs and communicate program effectiveness to appropriate stakeholders.

  • Provide input to all recruitment and separation decisions concerning staff within reporting departments.

  • Perform other related duties as needed.


Requirements:

  • Licensed Social Worker (LICSW)  or Licensed Professional Counselor,

  • Minimum 6 years of progressive management experience supervising professionals in direct work with persons with mental health disorders and/or substance use disorders.

  • Strong working knowledge of Housing First, harm reduction, and motivational interviewing.

  • Ability to lead and manage in a fast-moving environment

  • Demonstrated capacity to lead the development of collaborative, cross-functional teams and build and inspire the leadership capacity of team members.

  • Experience managing multiple direct reports towards high standards and fostering an open, trusting, collaborative and respectful team culture.

  • Experience with the supervision/management of government contracts required.

  • Experience or familiarity with ACT highly desired

  • Familiarity with Medicaid billing highly desired.
